# Why do Oura pulls fail with a provider rate limit error when my request is small?

Oura rate limits apply to the whole developer app as well as to each user, so a short request can fail when the app it runs through has hit its limit.

**Oura applies rate limits to the whole developer app, not only to each user**, so a request can fail however short its date range. Oura documents two layers: a per-access-token limit and a per-application limit ([Oura API docs](https://cloud.ouraring.com/v2/docs)).

While the app your users connect through is limited, Terra holds back requests for every user on that app until Oura's wait has passed. A synchronous pull returns:

```json
{
  "detail": "request failed due to a provider rate limit issue",
  "title": "failed dependency"
}
```

with status `424`. The user's connection is fine. The same request succeeds once the limit clears, and shortening the date range doesn't change the outcome.

## Would my own Oura app help?

**Yes. With your own Oura developer app, the per-application limit counts only your users' requests.** Your app's name also appears on Oura's consent screen. See [Oura setup](https://docs.tryterra.co/help-center/help-topics/connecting/regional-and-account-restrictions/oura-no-extra-setup-for-production) for how to switch.

Users who connected before the switch stay on the app they authorised until they reconnect.

To keep within limits either way, prefer webhooks over repeated polling, and avoid concurrent or repeated requests for the same user. See [provider rate limits during a backfill](https://docs.tryterra.co/help-center/help-topics/data-api-sdk/historical-data-and-backfill/provider-rate-limits-backfill) for other providers.
